Trakdot luggage tracker now shipping

Remember that luggage tracking device we did a hands-on with back at CES? Well, now you can finally get your own hands around it. Trakdot Luggage has just started shipping. The little box auto-transmits its location via quad-band GSM chip and triangulation, letting you know where your toiletries are at all times (except when you're actually in the air, naturally). Trakdot will run you $50, a price that includes a luggage tag and batteries (which should give you around two weeks of use). You'll also need to drop $9 for the activation and $13 for the annual service fee, if you want more than just a suitcase paperweight. And as for actually tracking the package, you'll have to rely on your parcel carrier for that information.

Israel?s Ben Gurion Airport building its first hotel

JERUSALEM (JTA) ? Ben Gurion Airport in Israel is getting its first hotel.

Construction was approved last week by the Israel Airports Authority on land adjacent to the airport?s Terminal 3, according to reports. The Tel Aviv-area hotel would allow direct access to the passenger hall and terminal.

A bidding process will decide on the contractor, who will be responsible for planning and construction costs.

In a statement, the airports authority said the hotel would cater to businesspeople who arrive in Israel for short visits to participate in conferences or events.

?Hotels at airports are a customary service offered to the public of passengers, businesspeople, airlines crews and tourist groups at many airports around the world,? the authority said.

Officer shoots shoplifting suspect tied to East Texas robbery

A Walmart security officer shot a shoplifting suspect at a Garland Walmart Saturday. The suspect later died. Police have identified the man as 31-year-old Casey Daniel Smith of Kemp, Texas.

The off-duty police officer was working security at a Walmart on Northwest Highway, just east of LBJ Freeway, when employees notified him of a man shoplifting around 3:45p.m. The officer attempted to stop Smith as he left the store, but he took off.

The officer fired a taser on Smith to no avail. Smith then ran back inside the Walmart; the officer followed.?????????

According to Garland Police, Smith pulled out a crowbar that he had been attempting to shoplift and swung at the officer. The officer ducked, narrowly avoiding the crowbar, police said.

After issuing a verbal warning, the officer pulled out his gun and shot Smith once in the chest. Smith walked outside and collapsed on the sidewalk outside the store. He was transferred to Baylor Medical Center in Dallas where he later died.

Smith has a string of offenses linked to him, including more than a dozen theft charges. The most recent was a stolen car belonging to an 82-year-old Eustace woman.

According to Henderson County Police they responded to a burglary Saturday. They later stopped Smith after officers pulled the plates up as stolen. He proceeded to pull to the side of the road, put the car in reverse, then ram the police car. He then sped off.

That was the last officers had seen of him. An arrest warrant was also issued Saturday. That car, a Cadillac, was recovered in the Garland Walmart parking lot.

Oil slips after China orders industrial capacity cuts

AFP - World oil prices slipped on Friday after China ordered industrial production capacity cuts in the face of slowing economic growth.

The government action added to market concerns about weakening demand in China, the world's second-largest economy.

New York's main contract, West Texas Intermediate (WTI) for September, finished the trading session at $104.70 a barrel, down 79 cents from Thursday's close.

The European benchmark contract, Brent North Sea crude for delivery in September, fell 48 cents to $107.17 a barrel in London trade.

"The news out of China that they are forcing a cut in excess industrial capacity is a very bearish factor for crude oil," said John Kilduff of Again Capital.

China ordered companies in 19 industries, including steel and cement, to cut excess production capacity.

Beijing's industry ministry instructed about 1,300 firms to shut down outdated facilities by September and eliminate excess capacity by year-end, Chinese state media said Friday.

The government's action, analysts said, could hit already weak manufacturing activity, which contracted to an 11-month low in July, according to HSBC figures.

China is the number-two oil consumption country but is number one in terms of the oil market's outlook, Kilduff noted.

"The way Saudi Arabia is a swing producer, China is a swing demand center," he added.

Carl Larry of Oil Outlooks and Opinion said the trading session had been "very quiet" and prices had not fallen further "because we are still facing some tensions in the Middle East."

Barclays analyst Sijin Cheng pointed to signs of weakening Chinese oil demand.

"Underlying demand growth could stay muted during the summer, when a seasonal slowdown in manufacturing and hence diesel demand is partially offset by strong gasoline and jet fuel demand in Q3, due to summer driving and air travel," he said.

(AP) ? Alfonso Soriano took one look around Yankee Stadium and broke into a big, familiar smile.

"This is my house, this is my home," he said. "I'm happy I have the opportunity to come back to New York ? 10 years."

The New York Yankees reacquired Soriano in a trade with the Chicago Cubs on Friday, hoping the seven-time All-Star can provide a power boost to a team that desperately needs pop.

Soriano immediately went into the starting lineup, batting cleanup and playing left field against Tampa Bay. The Cubs got minor league pitcher Corey Black and will send almost $17.7 million to the Yankees to cover the rest of Soriano's rich contract.

"We've obviously been trying to improve our offense, to no avail, throughout this season," Yankees general manager Brian Cashman said. "By far, he is the best available bat to date."

Soriano outhomered the Yankees all by himself (10-8) in the four weeks prior to the deal. Overall, the 37-year-old was hitting .254 with 17 homers and 51 RBIs with the Cubs.

The Bronx Bombers led the majors with 245 home runs last year, but have become the Bronx burn-outs this season, ranking next-to-last in the AL with only 88. Banged up, they've played most of the year without Curtis Granderson, Mark Teixeira, Derek Jeter and Alex Rodriguez.

Their slump from the right side ? Soriano hits righty ? is even more acute. It's been a month since a right-hander homered for the Yankees, with Jayson Nix the last to do it on June 25.

Soriano got a big ovation when the public-address announcer read the lineups and welcomed him with "and once again a Yankee." Soriano saluted the stadium's Bleacher Creatures during their roll call, and was cheered again when his past Yankees highlights were shown on the video board.

Wearing his socks high, Soriano got an assist when his throw led to an inning-ending out in the top of the second. He led off the bottom half and flied out.

Soriano made his major league debut with the Yankees in 1999 and quickly blossomed into a rare package of speed and power. In 2002, he hit 39 homers and 51 doubles while batting .300, stealing 41 bases, scoring 128 runs and driving in 102.

"He's not the same player he used to be," Cashman said, "but he certainly provides some thunder from the right side that we've been lacking."

Cashman hinted, too, that more deals might be in the works.

The Yankees began the day with a 54-48 record and in fourth place in the AL East, 6? games behind division-leading Boston.

Soriano got his old No. 12, with Vernon Wells shifting to No. 22. The Yankees optioned outfielder Thomas Neal to Triple-A to make room for Soriano.

Soriano waived his no-trade clause to rejoin his old team. He was popular with teammates and fans for five seasons before New York traded him to Texas in a deal for Rodriguez.

"He's played there before," Granderson said earlier in the day at the team's spring training complex in Tampa, Fla. "That's one thing that is a difficult thing to adjust to."

"You've got to come to New York and can you handle it, can you not? Obviously he had in the past," he said.

Soriano has never played a regular-season game at the new Yankee Stadium. He did, however, hit a home run in his lone game at the ballpark ? in April 2009, the Cubs played a pair of exhibition games at Yankee Stadium before the official opener.

Soriano has hit 389 career home runs while playing for the Yankees, Texas, Washington and the Cubs.

In the 2001 World Series, Soriano hit a home run that almost became part of the Yankees' lore. His go-ahead shot in the eighth inning off Curt Schilling in Game 7 put New York close to another championship, but Arizona rallied in the ninth to win it.

A free swinger, Soriano is known more for power than getting on base. He's drawn just 15 walks in 93 games this season.

The deal was the latest move for the Cubs before the July 31 deadline for trades without waivers. This month, they traded pitcher Matt Garza to Texas and pitcher Scott Feldman to Baltimore.

Chicago was fourth in the NL Central at 45-55. Cubs president of baseball operations Theo Epstein said Soriano impressed him, on and off the field.

"I think when I came here, for some reason I was under the impression that he would be a negative in the clubhouse and someone that was out for himself, someone who didn't play the game hard all the time. I was quickly disavowed of that notion," Epstein said.

"The first time we met with him, we asked him to work on his defense. We asked him to run the bases hard. We asked him to run balls out. We asked him to be a good example for the younger players, and we asked him to always play the game hard and to try to win the fans back over and be a leader in the clubhouse. He said, OK, and he went out and did it."

Epstein called Soriano "an ultimate pro" and said it was good to trade him now, rather than someday when he wasn't an everyday guy.

"That's always a really difficult transition for an elite player, a superstar player, in the final innings of his career. That's a difficult transition to make and it can often kind of muddy the waters a little bit," Epstein said.

"He really leaves at the right time with his head held high. And we can all be proud of the career he had as a Cub," he said.

The 21-year-old Black was 3-8 with a 4.25 ERA in 19 starts for Class A Tampa. The right-hander is averaging 9.6 strikeouts per nine innings in his first full pro season.

Chicago will pay $17,688,524 of the $24,491,803 remaining on Soriano's $136 million, eight-year contract.

The Yankees will pay a total of $6,803,279: a prorated rate of $5 million for this year's $18 million salary and $5 million of Soriano's $18 million salary in 2014, the final season of the deal.

"I think he's a great addition. One of my favorite teammates of all-time," said Teixeira, who played with Soriano in Texas in 2004-05.

"I love the move. We need a right-handed bat, obviously. We need that thump. We need to score a few more runs, and he's one of those guys that can beat you with one swing," he said.

Soriano needs 11 hits to reach 2,000 lifetime. His career leadoff home runs are second most in history to Rickey Henderson's 81.

NOTES: The Yankees are hoping SS Derek Jeter (strained right quadriceps) can come off the disabled list Saturday. He was set to see a doctor Friday. ... Teixeira, who's had season-ending surgery on his right wrist, expects to begin his offseason training program in November and start swinging a bat in January, both right on schedule.

Body found in NY river where bride-to-be vanished

PIERMONT, N.Y. (AP) ? Authorities pulled a woman's body from the Hudson River on Saturday near the spot where a bride-to-be was hurled into the water, along with her fiance's best man, when a speedboat carrying six friends crashed into a construction barge near the Tappan Zee Bridge.

Officials were working to confirm that it was the body of 30-year-old Lindsey Stewart, who has been missing since the Friday night accident, but they said it appeared to fit her description. She had been set to get married in just two weeks.

The search for the missing best man, 30-year-old Mark Lennon, was continuing, said Rockland County undersheriff Robert VanCura.

The crash happened shortly after the boat, a 21-foot Stingray, left the village of Piermont for a short trip across the river to Tarrytown, about a half-hour's drive north of New York City, authorities said.

The groom-to-be, art teacher Brian Bond, was among the four injured. He and Lindsey Stewart were two weeks away from their planned Aug. 10 wedding.

Stewart's mother, Carol, said earlier Saturday that she was praying for a miracle.

Four people were hospitalized after being pulled from the damaged boat. Bond, 35, was knocked unconscious in the crash but later woke and was able to call 911, Carol Stewart said.

Lindsey Stewart's stepfather, Walter Kosik, said the couple have known each other since they were young children and used to go to church together.

"They have been friends the whole time, and they fell in love about 3 ? years ago," Kosik said.

They were to be married at the Good Shepherd Lutheran Church in Pearl River, with a reception at a vineyard in Hillburn, he said.

Rockland County Sheriff's Department Chief William Barbera declined to identify the other people aboard the boat. He said the barge, one of several loaded with construction material for an upcoming replacement of the bridge, was equipped with lights, but it was still difficult to see on the water so late at night.

The cause of the accident is under investigation.

The New York State Thruway Authority, which is overseeing the bridge project, said it was reviewing safety procedures.

"Our thoughts and prayers are with the victims and their families during this difficult time," the authority said in a statement. It added that the lighting on the barges appeared to be functioning normally.

Pile driving that had been scheduled to take place Saturday was suspended because of the accident.

Stewart's former English teacher at Pearl River High School, who remained in contact with her through Facebook, called the accident "heartbreaking."

"She was one of my students and a bright, sweet girl loved by everyone," she said. "I knew that she was getting married, and to Brian. To happen to two such special kids ? it just shouldn't happen."

Jobless claims rise slightly, showing labor market still improving

The number of Americans filing new claims for jobless benefits rose slightly last week in a sign the U.S. labor market continues to improve at a moderate pace.

Initial claims for state unemployment benefits increased by 7,000 to a seasonally adjusted 343,000, the Labor Department said on Thursday.

Meanwhile, a gauge of planned U.S. business spending rose more than expected in June and new orders for long-lasting manufactured goods surged, offering tentative signs of a pickup in economic activity.

Readings for jobless claims can be volatile in July because many factories close to retool during the period, and it is difficult for the government to adjust the data for seasonal swings because the shutdown schedule varies from year to year.

Still, a four-week average of new claims, which smooths out volatility, fell 1,250 from a week earlier.

The data reinforces the view that the labor market is weathering this year's tax hikes and federal budget cuts, which appeared to drag heavily on economic growth during the first half of the year.

A Labor Department analyst said there was nothing unusual in the data and that no states had provided estimates.

Economists polled by Reuters had expected first-time applications to rise to 340,000 last week. Claims for the prior week were revised to show 2,000 more applications received than previously reported.

The U.S. labor market has shown signs of strength in recent weeks, with 195,000 jobs added to payrolls in June. This has fueled expectations the Federal Reserve will start winding down its massive stimulus program as early as September.

At the same time, Fed Chairman Ben Bernanke has said the Fed would only begin withdrawing its support if the economy improves as much as policymakers expect.

The claims report showed the number of people still receiving benefits under regular state programs after an initial week of aid fell 119,000 to nearly 3.0 million in the week ended July 13.

Also, the Commerce Department said on Thursday non-defense capital goods orders excluding aircraft, a closely watched proxy for business spending plans, increased 0.7 percent after rising by a revised 2.2 percent in May.

Economists had expected this category to only rise 0.5 percent after a previously reported 1.5 percent gain in May.

Orders for long-lasting manufactured goods jumped 4.2 percent as demand for goods ranging from aircraft to machinery improved. Orders for these goods, which range from toasters to aircraft, had increased by a revised 5.2 percent in May.

Late singer Whitney Houston's grave now has its own headstone in Westfield, N.J.

The monument, shaped like an abbreviated teardrop, is overlaid with a heart-shaped engraving of the singer's head and features her name, dates of birth and death in a flowing script. Underneath in capital letters is etched "The Voice," and still below that, the title phrase from her No. 1 hit song "I will always love you."

She is buried next to her father in Fairview Cemetery, approximately 20 miles west of New York, according to the Associated Press.

Houston died on Feb. 11, 2012 in Beverly Hills, Calif. at the age of 48. The cause of death was later revealed to be accidental drowning, with heart disease and cocaine abuse as contributing factors.

Weak China manufacturing hits Asia stock markets

HONG KONG (AP) ? Asian stock markets were mostly lower Wednesday after a survey showed Chinese manufacturing fell to its lowest point in nearly a year.

Stock benchmarks in Japan and China sank after HSBC said its preliminary China purchasing managers index for June declined more than expected to an 11-month low, another sign of a deepening economic slowdown.

The widely watched private report is one of the earliest indicators for clues to the health of China?s economy, the world?s second biggest. Analysts say the preliminary report paves the way for more disappointment when the full version and an official PMI are released next month.

The Shanghai Composite Index in mainland China tumbled 1.3 percent to 2,018.00 and the smaller Shenzhen Composite Index fell 0.5 percent to 969.16.

Japan?s Nikkei 225 dropped 0.5 percent to 14,699.94 and Hong Kong?s Hang Seng shed 0.3 percent to 21,853.42. Benchmarks in Taiwan, the Philippines and Indonesia also slid.

Credit Agricole CIB strategist Dariusz Kowalczyk said in a report. ??The worse the PMI the bigger the measures would be.??

However, Wong was more skeptical that Beijing would take action.

??If we don?t see any concrete evidence that anything will be rolled out in short time, the market is reluctant to speculate on that,?? he said. ??They won?t buy into this hype.??

In the U.S., the Dow Jones industrial average rose 0.1 percent to close at 15,567.74. The broader Standard & Poor?s 500 dropped 0.2 percent to 1,692.39 while the Nasdaq composite fell 0.6 percent, to 3,579.27.

In currency markets, the dollar rose to 99.67 Japanese yen from 99.41 yen late Tuesday. The euro fell to $1.3210 from $1.3226.

Benchmark crude for September delivery was down 12 cents to $107.11 a barrel in electronic trading on the New York Mercantile Exchange. The contract rose 29 cents to settle at $107.23 on Monday.

Europe's top court rejects sanctions against Saudi businessman

BRUSSELS (Reuters) - Europe's highest court ruled on Thursday that EU sanctions on Saudi businessman Yassin Kadi were unjustified and that governments had failed to provide enough evidence that he was involved in terrorist activities.

Kadi was put on a European Union blacklist after being included on a U.N. list of people suspected of supporting Osama bin Laden directly after the September 11, 2001, attacks on the United States. He contested the EU decision that year.

The United Nations annulled its restrictions on Kadi in 2012, but his long-standing case is closely watched by critics who have challenged the fairness of international sanctions and their targets' ability to defend themselves.

The Luxembourg-based EU Court of Justice dismissed appeals by the council of EU governments, Britain and the executive European Commission against earlier judgments to repeal sanctions.

"The European Union may not impose restrictive measures on Mr. Kadi," the court said in a statement.

The judgment echoes a handful of recent decisions by Europe's second-highest court, the General Court, to dismiss EU sanctions against some Iranian companies, imposed as part of Western efforts to pressure Tehran over its nuclear program.

Here as well, the court has argued that EU governments have failed to produce sufficient proof of the targeted companies links to Iran's atom work.

These decisions have raised alarm in Washington and Brussels over the West's ability to maintain economic restrictions on Iran and force it to scale back the program, which they suspect has a military aim. Tehran denies it wants to make bombs and says its nuclear work has civilian goals only.

Critics of the European courts say such decisions endanger the international community's efforts to conduct foreign policy and combat terrorism.

"The courts are making policy and they have overstepped their boundaries," said Emanuele Ottolenghi of the Foundation for the Defense of Democracies, a think-tank that has advised the U.S. government on sanctions against Iran.?

EU governments argue Europe's legal system rules would force them to make public evidence and information they say should remain confidential to protect intelligence efforts.

In the case of Kadi, the court ruling also says European governments cannot rely on the United Nations to choose sanctions targets without checking whether such decisions are justified, complicating EU policy.

"The question was if a person is put on the U.N. list, is it enough for (EU governments) to put the person on the EU list even if they are not in possession of any concrete evidence?" said one court official.

"It is not enough to make a reference to a U.N. decision. In all circumstances the council should be in possession of concrete evidence."

Gun smuggling to Mexico dented, but hardly slowed

NOGALES, Ariz. - Gun runners once were so nonchalant about driving into Mexico that one smuggler stashed a .50-caliber rifle on the top of the engine block of a sedan, the weapon visible to anyone who bothered to pop the hood.

It was 2010 and word hadn't yet spread that U.S. officials were beefing up outbound inspections, searching for guns that were fueling Mexico's raging drug war. Border agents confiscated the rifle and hundreds of other weapons and ammunition during the first few years of stepped-up enforcement along the southwestern border, federal data show.

Mexican officials have also taken action, installing scales to see whether southbound cars are abnormally overweight - a possible indication of gun smuggling.

But as inspections have become more aggressive, smugglers have become more sophisticated.

Instead of sending a big shipment of AK-47s in one vehicle, U.S. officials said, arms traffickers dismantle weapons and transport the pieces in separate vehicles. A bolt carrier here. A flash hider there.

Smugglers have also used drivers who theoretically would avoid suspicion. Agents once recovered ammunition in the molding of a minivan. The vehicle was driven by a father. Mom sat beside him, with kids in the back.

In December, one smuggler trying to pass through the San Luis port of entry in western Arizona concealed ammunition magazines in the rear seat, door panels and rear bumper of a 1991 Oldsmobile Cutlass.

Jose Angel Palacios pleaded guilty in May to smuggling 60 magazines that could be used with AK-47s, a weapon of choice for drug cartel enforcers. Palacios, 20, a Mexican national, told authorities he had been promised $150 to make the delivery.

At least two of every three firearms confiscated in Mexico from 2007 to 2011 were purchased in the United States and smuggled south, according to the Bureau of Alcohol, Tobacco, Firearms and Explosives. Many of the weapons ended up in the hands of criminal organizations and were used against the military, journalists and civilians.

"In the last six years, they had over 70,000 people murdered in drug-related violence, and a vast majority were using very sophisticated firearms that came from the United States," said Eric Olson, associate director of the Latin American Program at the Woodrow Wilson International Center in Washington. "It's having a dramatic impact on Mexico."

Experts and scholars say the problem is due largely to laws that make it difficult to prosecute gun trafficking, especially by straw buyers - people who can pass background checks and purchase guns only to turn them over to drug cartels.

Recently, proposals intended to curtail gun trafficking died in Congress. The legislation faced stiff opposition by some gun rights groups, such as the National Rifle Association's lobbying arm.

"I think the 2nd Amendment is being scapegoated for a problem that is rooted in Mexico," said Andrew Arulanandam, spokesman for the NRA Institute for Legislative Action. "There is pervasive corruption within the ranks of government, military, law enforcement and judiciary. That's the root of the problem."

Mexican officials did not provide comment on the issue despite repeated inquires.

The NRA took issue with the ATF data on gun smuggling, describing the agency's findings as incomplete because they relied on Mexican officials, who the NRA says are likely to report guns only from the United States.

"You are talking about multimillion-dollar criminal enterprises that have sophisticated armored cars," Arulanandam said. "The very premise that these drug cartels are buying their firearms one firearm at a time from a gun show in Arizona or Texas is ludicrous."

Still, that is what's happening, contended Olson, who leads a group of researchers who study gun trafficking.

In a report, Olson's group argued that prosecuting gun trafficking is difficult because of weak or imprecise laws. Straw purchasing is not a felony under federal law. If convicted, a straw purchaser may simply have to pay a fine of a few hundred dollars for what amounts to lying on a form.

In Arizona, going after straw buyers has proved frustrating, said former Arizona Attorney General Terry Goddard.

He recalls how state prosecutors in 2008 accused the owner of X Caliber Guns, a gun shop in a Phoenix suburb, of arming Mexican cartels. A judge dismissed the case, stating there wasn't enough proof, based on the state law's limited definition of straw purchasing.

Goddard lobbied the U.S. attorney's office in Phoenix to take up the case. "I can tell you that I went to the top, and they apparently decided not to do it," he said.

Ultimately, Goddard's office stopped prosecuting straw purchasing cases. In the X Caliber Guns case, he said, the state had to return nearly 1,000 guns to buyers, and the company is still in business.

The troubled Fast and Furious gun tracking operation helps illustrate the problem, experts said. The federal program allowed weapons to be illegally sold in the U.S. so they could later be tracked across the border to drug cartels. But most of the firearms disappeared, and at least one was found at the scene of the slaying of a Border Patrol agent in Arizona in 2010.

Although the botched operation led to an outcry in Congress, it revealed the extent of gun trafficking networks and the role of straw buyers, Olson said.

A rise in drug violence related to gun trafficking about five years ago prompted Homeland Security Secretary Janet Napolitano to announce a greater focus on outbound inspections along the southwestern border.

At the DeConcini port of entry in Nogales, outbound inspections before 2009 were irregular, said Guadalupe Ramirez, port director for U.S. Customs and Border Protection there. Now, two lanes are dedicated to outbound inspections, fully staffed 24 hours a day. Agents make a couple of seizures a week - weapons, ammunition, cash or other illicit cargo.

Since 2009, agents have seized 153 weapons at Arizona's border crossings.

Weapon seizures tapered off when cartel leaders caught on. So far this fiscal year, agents have recovered 18,015 rounds of ammunition and 63 firearms at ports along the southwestern border from California to Texas.

Officials have augmented the ports with new technology, such as license plate readers installed a few months ago in Nogales to flag stolen or wanted vehicles. They've also teamed up with Border Patrol agents and local authorities who send staff to help with inspections. But outbound inspections will never be as robust as the inbound ones, Ramirez said.

"You have to remember that the reason why we focus on inbound is because our job is to identify threats coming into the United States," he said. "That's our primary mission - terrorists, narcotics, illegal aliens."

Still, southbound traffic is getting more scrutiny than ever before.

One winter day, a customs agent stopped a car for a secondary inspection and escorted an elderly Mexican driver to a room for further questioning as second agent tapped the guts of the man's sedan with a metal pole. If it sounded like concrete, there was probably something hidden inside. A hollow thud would mean it was probably OK.

Nothing.

The agent hunkered down, checking the underside of the weathered vehicle. A third agent stroked the paneling, dashboard and carpet, feeling for imperfections. Again, nothing.

A bit later, a young driver aroused suspicion when he inexplicably lifted up a hamburger and started eating as he was slowly passing the border agents. It was just odd enough for agents to pull him over for another search of a vehicle headed into Mexico.

Obama talks up health care rebates, lower premiums

WASHINGTON (AP) ? Disputing Republican criticism of his health care plan, President Barack Obama said Thursday the law is working and cutting costs for consumers with insurance company rebates and the promise of lower premiums.

At a White House event, Obama drew attention to $500 million in rebates going to nearly 9 million people under a provision of the law he said is holding insurance companies more accountable to their customers.

Insurers must spend at least 80 cents of every dollar on medical care or quality improvement, or refund the difference. That's the $500 million consumers are getting in rebates averaging about $100. For Americans who get insurance through their work, the rebates go to their employers to be refunded or used to lower premiums.

"If they're not spending your premium dollars on health care, they have to give you some money back," said the president, appearing with a group of health care consumers in the East Room. Obama also noted that some states, ahead of the law's requirement that most Americans obtain health insurance, are anticipating lower premiums because of health insurance marketplaces that are being set up under the law so consumers can comparison shop for the coverage.

Among those states are California, Oregon, Washington and New York.

Obama made his pitch a day after the Republican-controlled House voted for the 38th time to eliminate, cut funding or scale back the 3-year-old law since the GOP took control of the House in January 2011.

Senate Republican leader Mitch McConnell said Thursday the free money sounds great but won't remove the sting of new health care taxes that will begin costing consumers next year.

"Jacking up our constituents' health care costs is bad enough, but to try to then convince them the opposite is happening - that they've actually won some Publishers Clearinghouse sweepstakes, well, it's just as absurd as it sounds," the Kentucky senator said on the floor of the Senate.

Obama dismissed the Republican criticism and the efforts in the House to roll back the law, saying he's willing to consider Republican ideas but that he hasn't heard any.

"What I've heard is the same old song and dance," he said. "We're just going to blow through that stuff and just keep on doing the right thing for the American people."

Republicans say the law is unworkable and must be repealed, arguing it will hurt the economy and force employers to cut much-needed jobs. They say proof that the law is unworkable lies in the administration's recent, unexpected decision to delay for one year, until after the 2014 elections, a requirement that businesses with 50 or more employees provide them with health care coverage or pay a penalty.

The GOP-controlled House on Wednesday passed, mostly along party lines, two bills to amend the law.

The House voted 264-161 to affirm the administration's decision to delay what's known as the employer mandate, the requirement that businesses of a specific size offer health care coverage to their workers. It also voted 251-174 to extend a similar delay to individuals who will be required to obtain health care coverage starting Jan. 1, or face fines.

The votes were held to score political points. The House measures have no chance of clearing the Democratic-controlled Senate and the White House has said Obama would veto both if they were to reach his desk.

The goal of the health care law is to provide coverage to nearly 50 million uninsured people and lower skyrocketing costs, but the public remains skeptical about how their coverage may be affected. The administration's decision to delay the employer mandate only served to fuel more doubts.

Big, complex puzzles get all the attention, but doesn't the other end of the spectrum deserve a little love? Take the smallest jigsaw puzzle in the world, for example. It's not that complicated to put together, but only if you've got a magnifying glass and one hell of a fine touch.

Created by researchers at the Karlsruhe Institute of Technology, the tiny puzzle has just three injection-molded pieces, each less than one millimeter in size thanks to a new molding process called LIGA2.X. Normally, when things this small are molded, they have to be attached to a substrate and then painstakingly removed, which is expensive and annoying. LIGA2.X lets them just pop out of the mold, no problem.

The process should make it way cheaper and way easier to injection-mold tiny, tiny parts for everything from watches to engines to medical devices in the future.
