Australia: Metgasco Raises AUD 10.4 Million>> LNG World News

Metgasco Raises AUD 10.4 Million

Metgasco announced the successful raising of $10.4 million from the recent Share Purchase Plan. The proceeds of the Share Purchase Plan will be combined with the recent $10.2 million placement and existing cash reserves of $10 million to progress Metgasco?s 2012/13 work program.

?The successful capital raising is a sign of confidence from both our own shareholders and the broader financial community in the need for CSG production in NSW and eastern Australia, and the future of Metgasco?, Mr Henderson said.

Mr Henderson also said ?Through the renewal of our exploration licences, the approval of our first production licence and the strong support from Ministers Hartcher and Hazzard, it is clear that the CSG industry is recognised as being safe and that it has the support of the NSW Government.?

Metgasco is now moving ahead, with a focus of taking the company from its exploration phase to a production / commercial phase, with 2012/2013 field activities that include:

  • drilling of three lateral CSG wells to provide further confidence in well productivity and provide additional gas for local supplies;
  • drilling of the three core wells; and
  • acquisition of seismic and the drilling of the Rosella-1 well to test Metgasco?s conventional gas potential.

?In parallel with these field activities, Metgasco will be pursuing the studies, agreements and approvals to allow sales to the local, Northern Rivers market, as well as those required to provide gas to the eastern Australian and international markets,? Mr Henderson said.

Stuffed Breakfast Biscuits - Around My Family Table

I could eat the same thing for breakfast every day, but hubbyman loves a hearty breakfast on the weekends. ?My Stuffed Breakfast Biscuits are super easy are perfect for a hearty breakfast, brunch, or even a holiday breakfast. ?They take a couple minutes to assemble, but then they bake away while you relax with family and friends.

Seriously, this breakfast is super easy and got lots of ohhhs and awwwws.

1. Cut biscuits in half.

2. Combine all the filling ingredients.

3. Place one round in the bottom of each tin and fill with meat/egg mixture.

4. Top with another biscuit round.

We really love these and there are so many ways to customize these stuffed biscuits, but I think this is our favorite so far. ?Use up your leftovers, cook the meat the night before, add some taco seasoning or salsa to the ground beef?whatever your little heart can think of!

Stuffed Breakfast Biscuits

Stuffed Breakfast Biscuits

2 cans (17.3 oz) refrigerated flaky biscuits

1 lb Fresh Street Ground Beef

12 eggs, beaten

1/2 onion, finely diced

1 clove garlic, finely minced

1/2 tsp paprika

1/2 tsp thyme

salt

1/2 cup shredded cheddar cheese (plus more for topping)

1 tbls butter, melted

Preheat oven to 375F. Separate dough into 16 biscuits. With a knife, carefully cut each biscuit into 2 layers (making 32 dough rounds).

Over medium-high heat, cook ground beef in a large skillet until no longer pink. Drain fat and add onion, garlic, paprika, and thyme. Season with salt and pepper. Continue cooking until onion is softened. Remove from pan and eggs to pan. Scramble eggs, but under cook them just a bit. Season with salt and pepper. Remove from heat and add in meat. Stir in cheese.

Spray a muffin tin with nonstick cooking spray. Gently press 16 dough rounds into the bottom of the pan and then halfway up side of cups. Spoon 1/4-1/3 cup of egg/meat mixture on top of the rounds. Top each with a dough round and gently tuck dough edge into muffin cup.

Brush top of biscuit with melted butter and top with a little more cheese.

Bake 16 - 20 minutes or until deep golden brown. Remove biscuits from muffin cups and place on a cooling rack. Cool 10 minutes, but serve warm.

Raw Talent

Raw Talent

I love art. I have always loved art. I?m good at art. I have always been good at art. Art came easily to me and I found out, at an early age, I had a knack for it. I could draw, paint, weave, sculpt, and design. I had what they call raw talent.

My name is Iron-head Bradley. They call me iron-head because I?m hardheaded, hard to understand, and hard to get along with, at times. But, I can create some of the most beautiful artwork you will ever see ? and do it with ease.

So, when I went online hoping to learn about designing web sites I had ?promoting-my-own-artwork? in the back of my mind. I was going to get it out there. I wanted to show off all this creativity everyone has been ooh-ing and ahh-ing over. I wanted my own online business and I was willing to do what it took.

Ok, so, you already know I am an artsy kind of guy. What you might not know is that I love ALL things art. If it is art related it is Iron-head Bradley related. I can?t get enough of art or of the art world. It is in the blood. You could say I?m artistically inclined.

Though I didn?t have a website of my own, I could find my way around the internet. I had enough savvy to find the information I was looking for and I had a good idea of what would or wouldn?t work for me. I wish I could say I spent days searching hundreds of sites before I found the ideal site but it popped up only after about 15 searches.

I knew it when I saw it. I knew the site I was looking at would teach me everything I needed to know about selling my artwork online. I had seen a lot of web based art sites and really hated the ones that just dealt with 1 area of art ? like just paintings and nothing else.

The broader minded art sites might include drawing or photography with the paintings. The best art web sites, like the ones I like, are real broad. They can tell you all about drawings, paintings, sculpture, popular art events, art news, art classes and a whole slew of other art topics.

The site I found for building my site is really the ideal. It will teach me how to build my website, get good traffic going to it, and even help me to sell a masterpiece or two. And, all this on a website that focuses on art-based and art related things.

Some web sites are just plain better than others.

When you are planning your e-newsletter, it is advisable to determine how usually your ezine or publication will probably be despatched out to your subscribers. Basically, it is advisable to create a schedule and keep on with it. But how often must you publish? How much is too much and the way often is just not enough? In relation to frequency, the same old decisions are day by day, weekly, bi-weekly, or monthly.

Day by day ? which means 365 newsletters a year. You possibly can wear out your welcome even along with your most devoted members.

Weekly ? that is nonetheless quite a lot of work.52 letters a yr.just a little over 4 a month. Would your members admire that much mail from you?

Bi-weekly ? Publishing an e-zine twice a month is simply typically enough to keep you contemporary in your subscribers? minds but not so often that they turn into annoyed with you.

Month-to-month ? doesn?t appear usually enough. Your members could neglect about you and where your web site lives on the Internet.

Pick the right dog at the shelter

By Kelly Marshall

One of the saddest experiences for many dogs is becoming lost, separated or abandoned by their family. Often dogs become homeless when an owner has to move to a new town or city and is not able to take the dog with them. Many times when owners pass away the family doesn?t want to keep the dog and turns them over to a rescue.

There are many different breed rescues located all around the world. These organizations are usually staffed entirely by volunteers that rescue abandoned dogs and care for them while looking for suitable homes. Often the volunteers choose to provide homes for the dogs so they are not kept in kennels. This process also allows the volunteers to get to know the dogs and see how they interact with children and other pets within their household. Some of the ?foster? homes also offer some basic training for the rescued dogs if they do not have a good understanding of the basic commands.

Dogs that are brought into the rescue with a known history are often easier to find homes for. Usually puppies are not brought to a rescue, but there are often a high number of senior dogs left at rescue shelters that are very hard to find homes for.

Benefits To Getting A Dog From A Shelter
For those families that would like to get a dog that already has basic training, is housebroken, and also is spayed or neutered a dog from a rescue is a perfect option. Often these dogs are very well trained and there is a good record of the interaction that they have with their foster families. These families work to socialize the dogs as well as find out if they are good with children, other dogs as well as pets. Volunteers that work in the shelters are very familiar with the breeds and their characteristics.

The dogs from shelters are always spayed or neutered. The cost to adopt a dog from a shelter is often less than most vets fees are for just the spay or neuter. All vaccinations are up to date and the dogs are usually treated for fleas, parasites and heartworms prior to adoption.

Dogs from a rescue are often very loving dogs that are eager to find a good home and a permanent place to live. Many people that have adopted a dog from a shelter report that the dogs are very affectionate and loyal, almost as if they realize that they have been specially chosen.

The cost to obtain a dog from a rescue shelter is usually between one and two hundred dollars. Often dogs that have required a lot of veterinarian services may require an additional amount of a donation to cover the added expenses. All the fees obtained from the adopted dogs are used to buy food, provide shelter and veterinarians services as well as advertise and find homes for other dogs in the shelter.

If you want to get a dog of a particular breed consider adopting one of the many dogs currently in a rescue shelter. If you have a shelter in your area you also may wish to volunteer to help dogs in the shelter or even become a foster family for dogs looking for permanent homes.

Tests of and Degrees in French as a foreign language - tice

Five countries host more than half of the world?s international students: the United States, the United Kingdom, France, Australia, and Germany. France hosts more than 260,000 international students, putting it in third place after the United States and the United Kingdom. International students account for 12% of enrollments in French higher education.
Students choose a host country based on several criteria, including the language used in everyday life and in education. The countries in which education is delivered in widely spoken languages -English, of course, but also French and German- are those that enroll the most international students, according to the Organisation for Economic Co-operation and Development (OECD).
For 4 out of 5 international students not enrolled in structured study-abroad programs, language proficiency is a decisive factor in the programs choice. France, while offering relatively few programs in English, attracts international students from countries influenced by French culture by providing easy access to French language training. Most students return to their home countries having achieved proficiency level B1 or B2 in the Common European Framework of Reference for Languages (CEFR), the levels most commonly required by institutions for students completing a period of study abroad.
Since 2001, the Council of Europe?s CEFR has set reference levels for foreign-language proficiency. The CEFR has become Europe?s standard for language learning, with 6 levels of proficiency defined by criteria of language competency in the situations and settings in which individuals are most likely to be called upon to use a foreign language.
Tests of and diplomas in French language required for admission to postsecondary programs

The levels of academic achievement required to obtain an extended-stay visa for study in France were set forth in an interministerial circular (from the ministries of the Interior, Foreign affairs, and Higher education and research) dated January 27, 2006. The criteria included the candidate?s educational level, the quality of the candidate?s prior academic program, and the institutional framework of the proposed program of study in France. Criterion 4 deals with the importance of ?language proficiency, with assessment of applicants? proficiency in French, including applicants who show exceptional academic potential.?
Several tests of French proficiency and diplomas in French language are accepted for purposes of admission into a French institution of higher education

? To enroll in the first or second year of a program in a university (Licence 1 and 2) or school of architecture, international students (from outside the European Union) must follow the so-called preliminary admission procedure, known as DAP. As part of their DAP application, they must demonstrate their level of French proficiency by passing a language test (TCF-DAP or TEF) or by earning a degree (DELF/DALF).
? For enrollments in the third year of university study (Licence 3), in a Master?s program, (Master 1 and 2), in a Doctoral program, or in one of France?s Grandes ?coles, no uniform requirement applies. Each institution is free to set its own criteria for French proficiency. Prospective students should inquire about the language requirements of the institutions of interest to them.
TCF (Test de connaissance du fran?ais - Test of knowledge of French)

The TCF, administered by the French Ministry of Education and the Ministry of Higher education and research, is a standardized test of general French designed by CIEP (Centre international d??tudes p?dagogiques, International center for pedagogical studies), a certifying organization that is a member of ALTE (the Association of Language Testers in Europe). The TCF satisfies the quality requirements of ISO 9001, version 2008, in all of its processes. The TCF test of comprehension may be taken on computer in some countries; the computer-based test of written
expression will be available soon. Test results are valid for 2 years. Candidates wishing to repeat the TCF or TCF-DAP must wait 60 days from the date of their prior sitting. www.ciep.fr/tcf/
Study in France: levels required for applications for preliminary admission (the DAP procedure)
A specific version of the TCF (TCF-DAP) is required for applications for preliminary admission (DAP). The TCF-DAP includes a mandatory test of written French. www.ciep.fr/tcfdap/. The TCF is the only test recognized by the CPU (Conf?rence des pr?sidents d'universit?, Conference of university presidents) for admission to Licence 3, Masters 1, and Masters 2 programs. Note: The required score on the test varies from institution to institution and from program to program.
Description of the TCF and TCF-DAP: www.ciep.fr/tcf/
Registration fees and locations: Candidates can take the TCF in 626 centers approved by CIEP. Centers are located in 141 countries, including France. To register, candidates should contact an approved center for information on testing dates and for the costs of the required and elective components of the test. In cooperation with the courses in French language and culture offered at the Sorbonne, CIEP offers monthly TCF sessions. To register, visit: www.ccfs-sorbonne.fr/-Centre-CIEP-Sorbonne-.html. Approved TCF centers: www2.ciep.fr/tcf/centres/.
Le TEF (Test d??valuation de fran?ais - French assessment test)

The TEF, administered by the Paris Chamber of Commerce and Industry (CCIP), accurately measures testtakers? skills in general French, placing them on a scale of proficiency levels indexed to the CEFR and to Canadian language-proficiency levels. The TEF consists of a series of modules in multiple-choice format (written comprehension, oral comprehension, vocabulary, and structure) and two open-ended modules (written and oral expression). Since 2005, an electronic version of the multiple-choice modules known as e-tef has allowed test-takers to learn their results immediately..
Candidates may take the TEF as often as they wish. The validity of TEF results is open-ended; institutions and organizations make their own decisions about how recent a candidate?s results must be. CCIP recommends that results should be accepted for one year from the date of the test.

Romney Makes Military Appeal on FL Panhandle

PENSACOLA, Fla. - Kicking off his three-stop Floridian tour today, Mitt Romney appealed to the military-centric community here, pledging a stronger commitment to the military.

In doing so, Romney brought up one of President Obama's quips from last week's presidential debate, in which Obama challenged the Republican nominee's knowledge of how the military operates.

"You may recall in our most recent debate I made the point that our Navy is now smaller than any time, well, in almost a hundred years, and the President's response was, well, you know, we don't use bayonets and horses anymore," Romney said here today, paraphrasing - and altering - the exchange during the debate. "And, uh, in fact we do use bayonets, and a modern Navy is one of the critical elements that allows us to protect sea lanes and to keep the world more free and prosperous."

Obama had actually said that the military doesn't use as many bayonets and horses as it once did, not that it doesn't use them at all.

A fact check by ABC News found that the Army has 419,155 bayonets in its inventory and the Marine Corps has another 195,334 bayonets that it bought in 2004 and it plans on buying 175,061 more bayonets this year.

"I believe in a modern Navy," said Romney. "That's why my plan is to increase the number of ships we're building to maintain our strong commitment to our military. His vision is not greatness in America's Navy or America's military. His vision is to cut our military spending by a trillion dollars. And by the way, a trillion dollars in cuts would cost about 41,000 jobs here in Florida, and think of all the businesses that depend on all those jobs. It's extraordinary, but the president's agenda keeps getting smaller and smaller and smaller."

Romney, who is joined on the trail today by Florida Sen. Marco Rubio, did not mention that today is the start of early voting in Florida, leaving that up to his surrogates.

"We are 10 days away from ushering a new era of American politics and American history," Rubio said. "We are 10 days away! Ten more days. We are 10 days away from electing someone to the White House that doesn't just believe in the American free enterprise system, he understands it because he has lived it. We are 10 days away from electing someone to the White House who understands the world is a safer and better place when America is the strongest country in the world.

"You need to go out and vote. You need to make sure five other people go out and vote," Rubio urged the crowd of 10,000. "You can convince five other people to go, you know who they are. They want to vote, but they're not going to unless you get them there. You need to go get them there. And if you know people in some other states, places like, I don't know, Ohio, Colorado, Virginia, you need to call them on the phone. Great thing about being from Florida is that everyone knows somebody from somewhere else."

Rubio looked ahead to the day after Election Day, telling the crowd that he wants to wake up to good news, thanks to them.

"I don't want to wake up Wednesday morning to the bad news that we almost did it. I want to wake up Wednesday morning to the news that the republican majority has taken over the senate, that a republican majority," Rubio paused, drowned out by loud cheers. "That a Republican majority remains in the house, and that Mitt Romney is the president elect of the United States!"

Spending cuts are taking an increasingly heavy toll on Spain?s labour market as the Prime Minister, Mariano Rajoy, wields the axe in an attempt to meet his deficit-reduction targets.

The rate of joblessness in Spain moved above 25 per cent in the third quarter, putting it at its highest since at least 1976, the year after General Franco?s death. That compared with 24.6 per cent in the previous three-month period and comes as unions call for a general strike next month.

Nature, Technology and Religion ? Transdisciplinary Perspectives

2nd Announcement

The European Forum for the Study of Religion and Environment is pleased to announce?the fourth international conference from May 22 to May 25, 2013, to be held at the Sigtuna Foundation in Sweden (nearby Stockholm), in association with the International Society for the Study of Religion, Nature & Culture and The Sigtuna Foundation, entitled:

Nature, Technology and Religion ? Transdisciplinary Perspectives

Keynote speakers are:

Bronislaw Szerszynski, Lancaster University
Lisa Sideris
, Indiana University
Zemfira Inogamova
, Totnes, Devon
Walther Christoph Zimmerli, Brandenburg University of Technology
Bengt Gustafsson, Uppsala University

Conference committee:
Maria Jansdotter Samuelsson, Karlstad University

Forrest Clingerman, Ohio Northern University
Carl Reinhold Br?kenhielm, Uppsala University

The capacity to invent, construct and use technical artifacts is an essential skill of human beings. Technology furthermore represents one of the central pillars of modern society and dominates the social sphere. Different ? conflictual ? understandings of technology and its significance for the modern society are at the heart of modern self-understanding, and these are by no means reconciled with each other. In spite of technology?s deep impact on human lifeworlds as well as on different kinds of natural environments, reflections about ethics and the deeper driving forces of technology have so far not been developed in a satisfying way. Additionally, the interaction between religious traditions and the meanings of technology is often poorly developed.

Although technology has not been regarded as a faculty of its own right in the academy, nevertheless from mid-20th century technology has moved closer to science and has rapidly increased not only its own power but also transformed the development of science in general as well as impacting on culture more widely. As developments in technology and science are rooted in the religious Christian history of the West, one needs to investigate deeper the internal normative codes from this long European history as these seem to be active still today in spite of the overall secularization of science.

Ethically regarded, it is probably preferable to regard technology as a highly ambiguous phenomenon which needs to be analyzed and examined in a much deeper way than commonly conducted. While many scholars have explored the interconnection of ethics and religion only a few have investigated how technology, ethics and religion interact.

As modern technology impacts are widely and deeply affecting many different spheres of life, religion and research, it should be a common task to continuously reflect on technology developments critically and constructively for the sake of the Common Good, including human and non-human life systems. The planned event intends to explore the phenomenon of religion and the spiritual and socio-cultural power of human technical innovation. The conference will offer the beginning of a wider novel discourse about the nature of technology and the technically constructed ?second nature? and how both interact with each other. New ethical standards and reflections might result from such a discourse. This discussion? also might catalyze new insights about the Sacred at work in human technical creativity.

Questions such as the following indicate clearly the need for deeper reflection on technology, demanding a broader investigation in the environmental humanities and the sciences. The proposed conference will hereby focus on the implicit religious driving forces of technological practices and discourses about by attention to religious traditions, the diversity of nature and the meanings of technology.

? What criterion is used to make decisions about technological development: that what benefits life or that what increases profits? How are benefits and profits defined, and who is consulted? Can one model the practices of ?homo faber?, the engineering human, rightly in present economic systems?

? How is the spread of technology affecting global justice between the rich and the poor? How does it affect environmental justice? What is the relationship between technology and globalization?

? In what ways are technologies in the social sphere impacting on receptivity to environmental issues, particularly among youth cultures?

? How can one understand the ambiguity of environmental technology, for example in the context of climate change, where climate technology on the one hand is expected to produce solutions of problems due to anthropogenic (dangerous) change and on the other hand promotes a specific form of irresponsibility due to its externalization of responsibility to experts and self-going systems? How should one interpret large-scale, technological attempts at global geo-engineering against this horizon?

? How are different models of human self-understanding at work in ideational legitimations of technology? What role did and does the old Jewish-Christian understanding of the human person as God?s icon play for ?homo faber?? Are religious traditions offering alternative paths for technical self-regulation?

? How are understandings of nature and the environment in relationship to ?the Sacred? at work in different technologies and discourses?

? Do modern technics liberate us from the human body and its semiosis in the relation between organism and environment, and allow us to follow an independent evolutionary dynamic? What influences does it have on natural environments as well as on self-understandings of human beings and their practices, perceptions and imaginations?

? Can one explore technology with the help of methods from gender studies and post-colonial studies in order to generate new knowledge, and what can modern technology teach about the spirituality and culture of late modernity?

? What are the deeper normative beliefs implicit and behind technological innovations? How can religious studies ? especially the study of religion and the environment ? throw light on the significant fabrications of meaning?

? In what ways is the notion of progress ? with which modern construals of technology are associated ? related to religious interpretations of history and eschatologies? What is the contribution of apocalyptic discourses to this debate?

? What can indigenous cultures teach about the animated artifacts for human survival and how are such spiritual practices and perspectives embedded in cultural systems? Are technical artifacts made into fetishes? How are ?magic? and ?power? fueled by human machines?

We invite contributions from scholars based anywhere in the world and in all fields that address the theme of the conference. Submissions are welcome by January 4, 2013. Decisions will be shared after February 1. Please, submit your abstract, no more than 200 words, together with a brief (one-page) CV as e-mail attachment or by post to <maria.jansdotter@kau.se> (Dr. Maria Jansdotter Samuelsson, Faculty of Arts and Education, Karlstad University, 65188 Karlstad, Sweden).

(AP) ? They were supposed to sail the Argentine military's signature tall ship into the port of Buenos Aires in full glory after a goodwill tour asserting the South American country's place in the world.

Instead, hundreds of sailors had to abandon their frigate, evacuated on orders from President Cristina Fernandez, after the ARA Libertad was detained by a Ghanaian judge in a debt dispute.

Frustrated and disheartened but determined to go back as soon as possible to retrieve their three-masted ship, the sailors arrived home early Thursday on an Air France charter. The Argentine government couldn't send one of its own planes, for fear that it, too, could be seized as collateral.

It appears the Libertad may be stuck indefinitely in Ghana, since Fernandez refuses to negotiate with NML Capital Ltd., an investment fund demanding more than $300 million from the Argentines to pay off bonds that went into default during the country's devastating economic crisis a decade ago.

"They had to leave it there without a ceremony, without anything. As a member of the military, that makes me a bit sad," Paola Garcia said as she waited for her husband, crew member Maximiliano Alegre. Both are navy captains and committed to Argentina's military. He left on the Libertad's latest tour June 2, the day before the birth of their first child, Abril.

"As a mother and a wife, I'm content that they're coming home. But as part of the military, we're sad to leave the frigate with just a few crew members there. I don't know what they're going to do ? it's our only frigate and I don't know if we're going to lose it or what," Garcia said.

Alegre teared up as he met his tiny daughter on arrival. Asked about the Libertad, he simply rolled his eyes.

"We're accustomed to moments that aren't always pleasant, but that's what we're trained for," said the ship's second-in-command, Carlos Maria Allievi.

Allievi said the ship's captain and 43 crew members were left behind with the ship at Ghana's Tema Port.

Their first task may be to move the Libertad to a less desirable berth at the busy port, where authorities have complained that it is blocking prime dock space and causing costly delays.

NML Capital is a subsidiary of billionaire Paul Singer's Elliott Capital Management fund, which has demanded payment in full plus interest for its share of the $100 billion in bonds that Argentina defaulted on a decade ago.

The vast majority of bondholders settled for 30 cents on the dollar, but Singer held out and has become Argentina's worst enemy by filing suits around the world to embargo the country's assets. NML Capital told the judge it would accept $20 million in exchange for allowing the three-masted ship to set sail.

Singer's companies are registered in Cyprus and the Cayman Islands, but he's based in New York, where he has become a leading donor to the Republican Party and its presidential candidate Mitt Romney.

Argentina has described him as a financial pirate who hides his wealth in fiscal paradises and runs "vulture funds" that prey on developing nations.

"As long as I am president, they can keep the frigate, but no one will take the liberty, sovereignty and dignity of this country ? not a vulture fund, not anyone," Fernandez declared this week.

Fernandez has about three more years to go in her second term.

Neither NML Capital nor Elliot Capital Management has commented on the case, but a lobbying organization Singer supports in Washington, the American Task Force Argentina, has said that Fernandez's actions, or lack thereof, are deeply damaging to her nation's reputation and economy.

First Capt. Ariel Bejarano said he's deeply saddened to be evacuated, "because I love Argentina, I love the frigate, and for me this is really hard to bear. We have to recover it."

There was no sign of any government officials waiting at the airport to greet the returning sailors, but double-decker buses were lined up to carry those without waiting families to a navy base, where the Argentine military planned to hold a ceremony Thursday.

Citizens of a half-dozen South American nations who had joined the crew were then expected to fly home.

Hurricane Sandy menaces U.S. after slamming Cuba

HAVANA (Reuters) - Hurricane Sandy swelled into a major threat to much of the U.S. East Coast on Thursday, U.S. forecasters said, as the storm swirled through the Bahamas after killing 21 people across the Caribbean.

Strengthening rapidly after tearing into Jamaica and crossing the warm Caribbean Sea, Sandy hit southeastern Cuba early on Thursday with top sustained winds up to 110 miles per hour (177 km per hour) that left a trail of destruction, especially in the historic city of Santiago de Cuba.

The Cuban government said on Thursday night that 11 people died in the storm, most killed by falling trees or in building collapses, including nine in Santiago de Cuba province and two in neighboring Guantanamo province.

Haiti's civil protection office said nine people had died despite not getting a direct hit from Sandy, and one person was killed by falling rocks in Jamaica when the storm struck there on Wednesday.

The Cuban deaths were an unusually high number for the communist island that prides itself on protecting its people from storms by ordering mass evacuations.

Images on Cuban television showed downed trees, damaged buildings and debris-clogged streets in the country's second-largest city of Santiago de Cuba, which suffered a direct hit when the storm came ashore in the early morning hours.

"Everything's destroyed in Santiago. People are going to have to work very hard to recover," Alexis Manduley, a resident of the 498-year-old city, told Reuters by telephone.

Santiago de Cuba, with a population of about 500,000, is 470 miles southeast of Havana.

NEXT STOP: US EAST COAST

U.S. government forecasters warned that much of the U.S. East Coast could get swiped by Sandy, with flooding, heavy rains and high winds beginning late Thursday in Florida. By early next week - amid final preparations for the crucial November 6 presidential election - the storm could hit an area of New England where Hurricane Irene caused severe damage last year.

White House spokesman Jay Carney declined to speculate about whether there would be any change in President Barack Obama's campaign travel schedule because of Sandy, as he makes a last-minute blitz to win an edge over Republican Mitt Romney in a close race.

"The president's concern about this storm is to make sure that citizens in potentially affected areas are aware of this and taking necessary precaution," Carney said.

He spoke aboard Air Force One as Obama headed from Florida to Virginia, saying the president had asked his team to hold regular briefings with federal disaster officials as the storm progresses.

Sandy is forecast to make landfall as a Category 1 hurricane and the hardest-hit areas could span anywhere from the coastal Carolinas up to Maine, with New York City and the Boston area potentially in harm's way.

"Regardless of the exact track of Sandy, it is likely that significant impacts will be felt over portions of the U.S. East Coast through the weekend and into early next week," the Miami-based U.S. National Hurricane Center said.

'FRANKENSTORM'

"It's going to be a high-impact event," said Bob Oravec, a lead forecaster with the National Oceanic and Atmospheric Administration's HydroMeteorological Prediction Center in College Park, Maryland.

"It has the potential to be a very significant storm with respect to coastal flooding, depending on exactly where it comes in. Power outages are definitely a big threat," he said.

In a subsequent report, NOAA's storm-prediction center suggested that Sandy could invite the ghoulish nickname "Frankenstorm," due to upcoming celebrations of Halloween and some of the freakish characteristics of the storm.

The late-season cyclone is widely expected to undergo an unusual merger with a polar air mass over the Mid-Atlantic and Northeast on Tuesday, essentially bringing two sources of energy together and giving Sandy the potential to punch above its weight as it sloshes across the U.S. coast.

At 11 p.m. EDT), the NHC said Sandy was about 15 miles north-northeast of Eleuthera Island in the Bahamas and packing maximum sustained winds of 90 mph.

High winds, rains and pounding surf are expected across parts of Florida's Atlantic coast, with the biggest impact lasting through Friday.

Orange juice prices rose in U.S. trading on Thursday on speculative buying as investors bet that Sandy could damage crops in the citrus-rich Sunshine State.

Unlike Irene, which caused billions of dollars in damage as it battered the Northeast in August last year, Sandy is forecast to be a weaker storm but will be moving slower than Irene, likely bringing more rain and increasing its potential for damage, weather forecasters said.

At $4.3 billion in losses, Irene ranks as one of the 10 costliest hurricanes, adjusted for inflation and excluding federally insured damage, according to the Insurance Information Institute, an industry group.

'A BILLION-DOLLAR DISASTER'

Jeff Masters, a hurricane specialist and blogger with private forecaster Weather Underground (www.wunderground.com), said a landfall by Sandy on Monday along the Mid-Atlantic Coast could trigger "a billion-dollar disaster."

"In this scenario, Sandy would be able to bring sustained winds near hurricane force over a wide stretch of heavily populated coast," he said.

Alternately, Masters said, some computer forecast models indicated Sandy had the potential to unleash "the heaviest October rains ever reported in the northeast U.S., Nova Scotia and New Brunswick."

NOAA's Oravec said there could be tropical-storm to hurricane-force winds on the coast and added: "Coastal flooding will be a big concern."

Sandy is expected to hit the United States during a full moon, increasing the flood potential since tides will be at or near their highest.

"There's a big potential for huge effects from the storm," said Oravec.

"We can't rule out the potential for snow eventually as we go into the week and the storm moves inland," he said.

Off-Road, High-Adrenaline: Trail Joyriding in Rugged ROVs

By the time I gunned halfway up the 30-degree dirt slope and got stuck, deep in Washington's Okanogan-Wenatchee National Forest, I'd learned that recreational off-highway vehicles can carry enough camping gear and bourbon to keep eight guys supplied for three days. I'd learned that our ROVs could hit close-to-highway speeds on straightaways but probably shouldn't. And I'd learned that when you're driving an open-air half-ton vehicle uphill, with little more than a roll bar and some netting for protection, the last thing you want is to rock back with your front tires in the air.

My ride was a sneeringly powerful, sporty blue Can-Am Commander Limited 1000. I was almost to the top of the pitch when the rear left wheel caught against an anvil-size rock. Every time I hit the gas, the machine erupted in a spasm?back wheels spinning and front wheels bucking wildly. This is it, I thought. I am about to somersault backward down the hill, ricochet off a pine tree, and tumble into my companions, waiting below in their own ROVs. I wonder if the rangers can get a medevac helicopter in here.

Kirk Swain, one of the most experienced riders in our group, shouted instructions from up ahead. "Let off the brake and drift back! Now adjust your angle and try again." So that's what I did?again and again. Finally, my front wheels found dirt and my back wheels bit into the rock. The beast launched forward and scrambled up the last few yards with ease. I guess that's what a 976-cc liquid-cooled two-cylinder can do when it's pulling a mere 1295 pounds?assuming, of course, there's an experienced driver behind the wheel. This was the steepest slope I'd encountered in my limited ROV experience, but we had upwards of 300,000 acres to explore in the eastern foothills of the snow-topped Cascade Range. I'd be getting plenty of practice.

ROVs are the high-adrenaline part of the category of off-road vehicles known as side-by-sides, named for their car-like seating arrangements. Recreational vehicles like ours look a lot like the utility vehicles used by many ranchers and farmers?cargo bed, short wheelbase, mud-splattered sides?but they are built with bigger engines and beefier suspensions. And, by the industry's definition, they can drive 35 mph or faster. The goal is pure fun, which includes everything from sand-dune carving to backcountry exploration. Prices can be steep, ranging from $10,000 to more than $20,000, yet riders don't seem to mind. Chris Brull, the marketing director for Kawasaki, likes ROVs because they've been moving off dealers' lots in big numbers over the past five years, while sales of motorcycles and ATVs have cratered. "It's the No. 1 fastest-growing segment of the business?clearly," he says.

Although they are sophisticated machines, ROVs are surprisingly simple to operate. Most have continuously variable transmissons (CVTs) with high- and low-speed ranges, and they all have standard steering wheels. Typically there's a button somewhere to select either four-wheel or two-wheel drive, and certain models even have differential controls. Basically, if you can drive a golf cart, you can drive an ROV?at least until the terrain gets tough.

Summer days are long in Washington state, with the sun rising at 5:30 in the morning and traces of light remaining until almost 10 at night. That gave us plenty of time to explore ravines and creeks, take in views of the Cascades, and fail to catch the brook trout feasting on midge flies in Lost Lake, while still lingering over kielbasa and bourbon in the evenings. The group included Andy Moler, my best friend since the sandbox, and some local riders who know the area well and instruct for the Recreational Off-Highway Vehicle Association (ROHVA). Throughout the trip, we rotated drivers among the ROVs we'd assembled for our test fleet: the Can-Am Commander, a Yamaha Rhino, a Polaris Ranger, an Arctic Cat Prowler, and a pumpkin-orange Kawasaki Teryx4, the only four-seater in the group, which we nicknamed the Schoolbus.

All ROVs have thick, heavily treaded tires, and wheel travel typically falls between 7 and 11 inches. Machines increasingly come equipped with direct or electric fuel injection, adjustable suspensions, power steering, and automatic engine braking, which kicks in when you let off the gas. That proves handy on descents, though it isn't always enough.

I proved that late one morning as we were coming off a ridge during a long ride. We'd briefly stopped to take in the view?the distant white peaks that make up the spine of the Cascades and closer slopes bristling with firs and bright green tamarack pines. From the top of the ridge, the trail takes an abrupt dive into an old logging plot spotted by new growth. The grade was the steepest descent we'd encountered so far?cross-your-fingers steep?and it was broken by a 3-foot drop halfway down the left side.

Swain went first to show us the line and then positioned himself to shout directions. When I rolled to the edge in the Schoolbus, I saw nothing but sky and mountaintops beyond the vehicle's hood. The rest of the group huddled around to watch. As I crept over the lip, I realized that engine braking wasn't going to cut it here. So I buried my foot in the brake and inched my way down, glancing from the trail to Swain, who was using his hands to guide me. Right, he gestured. Now left, and, finally, eeeasy, as I approached the drop-off. I slowly dipped the left front tire into the void and then felt my back tire follow. "Let it roll, let it roll!" Swain hollered as soon as both my tires were through. Jun Villegas, another pro, grabbed his inclinometer and laid it on the slope. "Wow," he said. "It's 45 degrees."

Our group had a Pro-to-Newbie ratio of about two to one, and Swain and the other veterans kept up a steady drumbeat of advice for the newer riders. First, they said, it's important to put your tires right on top of the biggest rocks. You can't straddle them the way you might avoid a pothole?otherwise, you risk getting the chassis hung up. Second, you've got to maintain your momentum when you're going over an obstacle, uphill, or through a patch of sand. But you also can't give the machine too much gas or the tires will just spin. This was the problem I had going up that one steep slope.

You would also be wise to take some extra gasoline into the backcountry. Manufacturers don't provide official fuel-economy numbers for ROVs, but we rode back out to the parking lot to refuel at one point, and I took the time to do some rough calculations. After approximately 23 miles, our vehicles' fuel efficiencies ranged from a best of 15.3 mpg (the Arctic Cat Prowler) to a worst of 9.2 mpg (the big four-person Kawasaki Teryx4). Not terrible considering the terrain, but still.

When we headed back out to climb Frost Mountain, a nearby peak, a ceiling of gray clouds had concealed the afternoon sun and rain seemed to be coming in. We didn't see any other riders as we sped along the trail. In fact, in three days of midweek riding, we ran into only one other person, a hiker who was busy prowling the treeline with binoculars in hand. On the weekends, though, mountain bikers, hikers, ATV riders, and other off-roaders like ourselves cross paths in Cle Elum Ranger District where we were riding and in other public lands across the country. Some visitors would prefer to see all off-road vehicles banned, and there have been a number of court battles over the issue. We were careful to minimize our impact by staying on marked trails, and we still saw plenty of wildlife?mule deer, at least a dozen elk, and even a blue grouse, sitting statue-still on a log.

At the bottom of Frost Mountain, the trees were sparse and big bunches of emerald-green grass carpeted the ground. The trail was scarred with miniature canyons caused by melting snow and rainwater runoff. I tried to avoid one of these shallow trenches but picked the wrong line. I was driving the Rhino, and soon its left-side tires were 2 feet deep in a gulch, with the vehicle leaning so hard to port it seemed beyond physics for it to stay upright. But I had a score of miles under my tires by now and knew enough to keep my right foot pressed down, even though every instinct told me to brake. Within about 20 feet, the ditch started to shallow out, and soon I was back on even ground. My shoulders relaxed and I remembered to breathe. Then I punched the gas and blasted up the ridge.
